Exciting changes are on the horizon for Loveland’s streets and trails! The City of Loveland is moving forward with a series of bike and pedestrian improvements designed to enhance safety, accessibility and connectivity throughout our community over the next three years.

These upcoming projects aim to create a more walkable and bike-friendly city, making it easier for residents and visitors of all ages and abilities to get around—whether for commuting, recreation or simply enjoying all that Loveland has to offer.

1st Street and Washington Signal

An installation of a new traffic light at the corner of 1st Street and Washington Avenue will serve to make this intersection safer for those walking, biking and driving. This project is being supported by a federal safety grant. By installing a new signal at this intersection, it will offer the following community benefits:

Offer a safe driving experience for vehicles turning onto or from Washington Avenue.
Create a better crossing on 1st Street for people using the Loveland Recreation Trail.
Improve safety for pedestrians, cyclists, and others active modes transportation.

3rd Street Crosswalk Improvements

The Heart Improvement Plan's 4th Street Revitalization project began construction in February 2025. As the City partners with the Loveland Downtown Development Authority on this capital project, another area of focus is the crossings at 3rd Street and Cleveland/Lincoln Avenues. These crossings lack modern safety elements and are difficult to navigate for those walking. The improvements will serve to make it easier and safer for those walking to the Foundry and in downtown Loveland.

In 2025, the City will fix focus on improving these corners by:

Building extended curbs that make crossing distances shorter
Making crosswalks better and more visible
Creating larger sidewalk areas where people wait to cross

Boise Avenue Crossing Improvements

The Boise Avenue project will install enhanced pedestrian crossing signals and make intersection improvements recommended by the Boise Traffic Calming Study conducted in 2017. Work will include adding median islands, pedestrian signals, and curb extensions with enlarged sidewalk landing areas at three essential intersections along Boise Avenue.

Location: Boise Avenue at 16th Street, 19th Street and Silver Leaf Drive

Garfield Railroad Crossing Improvements

The City of Loveland is working together with BNSF Railway to make the Garfield Avenue Railroad crossing safer. The crossing between Lake Drive and 22nd Street is one of the most angled (slanted) railroad crossings in Colorado, which makes it hard to design improvements. These changes will make the crossing safer for drivers, pedestrians and train operators. The project aims to improve the following:

Replace the warning lights, gates and electrical systems
Add a new sidewalk on the east side of Garfield Avenue
Build raised medians (concrete dividers) on 22nd Street and Lake Drive to prevent cars from driving around the gates when they're down

Timeline for completing this project: Project is still in the planning and design phase

Location: North Garfield Avenue between Lake Drive and East 22nd Street

Status: In preliminary design

Funding: Staff are partnering with the BNSF to support construction funding.

Monroe & 33rd Intersection Mobility Enhancements

The project aims to improve the intersection of Monroe and 33rd Street by reconfiguration to the intersection from a 4-way stop to a 2-way stop. These improvements to the crossings will provide a safer experience for vehicles, cyclists, and pedestrians. The project improvements include:

Removing the median from Monroe Avenue
Adding a southbound left turn lane onto 33rd Street
Increasing the bike lane width and adding a striped buffer

Location: Monroe and 33rd Street Intersection

Status: In final design, projected to start construction in mid-May (weather permitting)

US 287 Sidewalk Gap Connection

After finishing the North Transit Transfer Station in 2024, the City of Loveland began working to connect sidewalks nearby and improve access. The highest priority is a gap in the sidewalk on the west side of US 287, just south of the new station. In the Summer of 2025, Loveland will connect the two existing sidewalks with a new 6-foot sidewalk facility along the 1000’ gap. The new sidewalk will be accessible for people with disabilities and will make walking in the area easier and safer for everyone.
