Update: Feb. 11, 2022
Larimer County's 9th Public Health Order requiring masks in public indoor spaces expires at 11:59 p.m. tonight.
State or federal entities continue to require masks in the following settings:
- Shelters for people experiencing homelessness including 137 Connection winter shelter;
- Prisons, jails and community corrections programs and facilities;
- Emergency medical and other healthcare settings (including hospitals, ambulatory surgical centers, urgent care centers, clinics, doctors’ offices, and non-urgent care medical structures)
- Public transit services including City of Loveland Transportation (COLT) and the Northern Colorado Regional Airport’s Airline Terminal.
What can you expect in City facilities?
- Following the Health Department’s guidance, the City continues to encourage masks, but will not require employees or members of the public to wear masks in our facilities beginning Feb. 12, 2022.
- No capacity limits for indoor city facilities, including conference spaces or small rooms.
- No masks required outdoors
- Physical distancing is still encouraged, but not required.
- No contact tracing or sign in sheets required for City facilities.
Staying up-to-date with COVID-19 vaccinations, including boosters, is the best way to protect against severe disease. Other prevention tools like frequent handwashing, and staying at home when sick are important to limiting the spread of the virus and reducing the likelihood of future outbreaks and disruptions.

- Park shelters | pavilions | gazebos - we encourage groups of 10 people or fewer at one time. Those with reservations of 11-50 people will need a variance approved by the Larimer County Department of Public Health and Environment (request a variance online here). Currently, the maximum group size at all park shelters is 50 people regardless of the size and capacity of the shelter. Info on park shelter reservations
Effective as of April 18, 2022, as a result of a court order, the Center for Disease Control and Prevention’s (CDC) January 29, 2021 Order requiring masks on public transportation conveyances and at transportation hubs is no longer in effect. COLT riders/operators are not required to wear a mask on City buses at this time.
March 10, 2022: Per Federal and State transportation regulations, Transit riders are required to wear masks on all City buses.
COLT will continue to take additional steps to protect drivers and riders with the following procedures:
- Seating immediately behind the operator is closed to passengers, (taped off with caution tape).
- Plexiglas barriers have been installed between the driver and farebox.
- Operators are cleaning frequent touch surfaces throughout their shift.
- Operators are cleaning areas where passengers were seated between trips.
- Windows are opened, weather permitting.
- Buses are a deep cleaned when service ends for the day.
In response to Covid-19, the Loveland Police Department has implemented precautionary protocols to minimize viral spread to police department personnel and community members. Contingency plans are in place to maintain levels of staffing.

These are the guidelines under which officers and civilian personnel will be working:
- Officers will handle as many non-emergency calls as possible by phone. Community members can report non-emergency calls using the LPD On-line Reporting System. Officers will continue to respond in-person to emergency, in-progress and 911 calls.
- Loveland Police Senior Volunteers and other volunteer activities are suspended until the threat is mitigated.
- The Police Department lobby will not be open for public business.
- Arrestee detention areas (patrol cars and booking areas) and the Communications Center will be more frequently and thoroughly cleaned and sanitized.
- LPD personnel will be asking callers to inform us if they are exhibiting any Covid-19 symptoms so officers may wear protective gear (mask and gloves) when they respond.
The Loveland Police Department is committed to providing the best and most efficient service to our community as we possibly can. We believe that personal attention accomplishes this but under the current circumstances, we need to put the health and safety of our citizens and officers as our no. 1 priority. We ask that the community be supportive and understanding if we cannot handle situations on a face-to-face basis.
Update: Oct. 1
9, 2021:
Masks that cover the nose and mouth while be required in the Loveland Police & Courts building, and in the Loveland Municipal Court as of noon on Wednesday, Oct. 20, 2021. Those who arrive without a mask will be provided with one. Children aged 2 and younger do not need to be masked.
Anyone who is experiencing or appears to be experiencing a fever, sneezing, cough, shortness of breath or other respiratory illness will not be permitted to enter the courtroom. Masks are highly encouraged in the building’s hallways.

Update: Sept. 16, 2021: In response to COVID-19, Loveland Municipal Court has taken appropriate measures to ensure your health and safety. Please be prepared to wear a protective face mask that covers your nose and mouth while you are in the courtroom. If you do not have your own mask, one will be available when you arrive.

Update: May 17, 2021: Court attendees are no longer required to wear masks or maintain physical distance.
Update: Dec. 15, 2020: Loveland Municipal Court is open and operating. Masks are required for everyone attending court and attendees should maintain physical distance from others. For questions, call (970) 962-2482.
Update: June 20, 2020 - Municipal Court Furlough Day Closures
The Court will be closed on the following days in line with the City-wide requirement for departments to shut-down to help alleviate budget shortfalls due to the COVID-19 pandemic:
- Monday, July 6
- Friday, August 21
- Friday, September 18
- Friday, October 23
- Friday, November 13
Update: June 10, 2020: Loveland Municipal Court is open and operating. In response to COVID-19, the court has taken appropriate measures to ensure public health and safety. Those attending court should be prepared to wear a protective face mask that covers the nose and mouth while inside and outside the courtroom. Masks will be supplied upon arrival if court attendees don't have their own.
Everyone is also required to practice and maintain a 6-foot physical distancing inside and outside the courtroom. Anyone who is experiencing or appears to be experiencing a fever, sneezing, cough, shortness of breath or other respiratory illness will not be permitted to enter the courtroom.

Loveland Municipal Court closed through May 26
Loveland Municipal Court will reconvene with its first docket at 8:30 a.m. Wednesday, May 27. The Loveland Police and Courts Building is now open to the public, providing access to Loveland Municipal Court and Larimer County District Court facilities.

May 28, 2021: Loveland City Council returns to in-person meetings on June 1
After more than a year of remote and hybrid city council meetings, the Loveland City Council will reconvene for in-person meetings beginning at 6 p.m. June 1 in City Council Chambers, 500. E 3rd St.
On May 18, City Council approved a motion to return for in-person meetings while maintaining the phone-in and email public comment processes established for remote participation. Council meetings have been conducted in a remote manner since March 17, 2020 due to the COVID-19 pandemic.

After the global pandemic closed the Chilson Senior Center more than one year ago, city staff are eager to reopen their doors starting at 8:30 a.m. Wed., April 14. With most of Colorado’s seniors having the opportunity to receive the vaccine, city staff are ready to welcome back patrons who have missed the activities, friends and community the center provides.

Dec. 28, 2020: Small-business aid applications taken through Jan. 8 - Local, county, state and federal help lines up to support business
Fifty members of Loveland’s small-business community so far have taken advantage of the Loveland Small Business Assistance Program, and the door will remain open for others through Friday, Jan. 8.
City Council-approved funding of $750,000 will be apportioned to about 150 to 200 Loveland businesses affected by the tightening of operations permitted under public health orders during recent stages of the COVID-19 pandemic.

Dec. 1, 2020: City Council members seek relief for restaurants - Mesa County’s 5-Star Variance Program serves as model
Loveland’s City Council has asked Larimer County officials to support their request for a State variance to allow restaurants and other businesses to operate under less stringent public health regulations than those imposed last week.
Colorado and Larimer County public health authorities on Tuesday, Nov. 24, reassessed the county’s COVID-19 risk level, moving it from Yellow, or moderate, to Red, high, a jump of two steps. Among the new restrictions is a ban on indoor restaurant service.

Nov. 25, 2020: Loveland Public Library adjusts to public health orders - In-person services continue as virtual access is encouraged
With designation of libraries as “critical businesses” in Colorado’s latest public health orders, the Loveland Public Library will adjust its operations to allow continued public access, even as restrictions in other areas tighten.
The library will continue to provide in-person services while encouraging patrons to take advantage of expanded remote online access and to use available technologies to obtain critical services.

Nov. 24, 2020: City adjusts to new COVID risk status - State, County public health orders require changes
New and more stringent public health orders that took effect at 5 p.m. Tuesday, Nov. 24, require that the City of Loveland adjust operations of its services and facilities to comply with new restrictions.
The continuing surge in coronavirus cases, hospitalizations, positive test results and other indicators in Larimer County will move the COVID-19 risk assessment to red, high risk, from the yellow or moderate risk level that had been previously designated.

Nov. 13, 2020: Clock ticks on Loveland utility bill assistance - Customers must qualify for aid by December
Help is at hand for Loveland utility customers who are most in need of assistance with past-due bills, but only for a limited time.
The Loveland City Council in September acted to devote a significant share of money the City received through federal CARES Act COVID-19 relief funding to community needs, including utility bill assistance.

Checks averaging $5,340 have been sent to 103 Loveland businesses under a City program providing rent and mortgage assistance for those suffering pandemic-related economic losses.
The City’s Economic Development Department began taking applications for the program on Sept. 15 and last week closed out the $550,000 program paid for through a City allotment of federal CARES Act funding.

An estimated 100 Loveland businesses could benefit from a $550,000 rent relief fund established by the City of Loveland Economic Development Department to provide pandemic-related rent and mortgage aid.
The City’s local economic recovery efforts, developed through careful consultation with local businesses to cope with COVID-19 economic impact, now include the Loveland Business Rent and Mortgage Relief Program (LBRMP).

July 17, 2020: Businesses must lead efforts to stem COVID spread
Businesses in Loveland and throughout Larimer County have a major stake in the success of a Colorado public health order requiring all Colorado residents 10 and older, with limited exceptions, to wear masks in indoor public spaces.
Unless a sudden spike in local pandemic case numbers can be stemmed or reversed, Larimer County businesses could lose the benefits of a variance granted by the state this spring that allows them much greater flexibility and creates more opportunities for them to reach customers.

July 2, 2020: City staff furloughs mean July 6 office closures
Unpaid leave for most City employees, part of a broader package of cost-cutting measures the City has adopted in response to the COVID-19 pandemic, will require the closure of most City offices on Monday, July 6.
All City offices were scheduled to be closed on Friday, July 3, in observance of the Fourth of July holiday. The unpaid leave on Monday affects the City’s General Fund departments, but exempts sworn members of public safety services and those within enterprise funds, such as Water and Power and the Public Works Solid Waste Division.

June 25, 2020: Ranch fireworks plan includes plenty of parking - Businesses contribute space to accommodate drive-in show
Collaboration among Northern Colorado’s local governments, businesses and institutions will provide more than 10,000 parking spots for a drive-in fireworks display at The Ranch on July 4.
In addition, local and regional law enforcement agencies will provide support for traffic management and parking assistance that evening. Unlike the day-long events typically held at North Lake Park, event parking lots will open at 7:30 p.m., with patriotic music beginning at 8:30 p.m. on KISS 96.1 and fireworks commencing at approximately 9:15 p.m.

June 25, 2020: Loveland Public Library plans ‘Grab-and-Go’ offering
The Loveland Pubic Library’s step-by-step reopening process will include a “grab-and-go” service beginning Monday June 29, replacing its curbside services that have operated during the past six weeks.
Customers, beginning next week, may enter the building’s main floor to select materials from the collections, pick up holds and check out materials using the library’s self-check options. Library staff will be available to assist customers, issue library cards as well maintaining a clean and safe environment in alignment with Larimer County Health Department guidelines for public libraries.

June 19, 2020: Help available for past-due utility accounts - Temporary stay on shut-offs, late fees expires June 30
A moratorium on service shut-offs and assessment of late fees that has been in effect for the past three months for overdue Loveland utility accounts will expire June 30, 2020.
However, in recognition of the hardships faced during the COVID-19 pandemic, Loveland’s Utility Billing staff have identified sources of aid for residents and businesses who have been unable to keep their accounts current during this time.

The fireworks show is the result of a partnership between the cities of Loveland, Fort Collins, Larimer County, the Larimer County Sheriff’s Office, and the Larimer County Ranch Events Complex.

June 10, 2020: Doors open at most City facilities June 15-16 - Chilson, library, museum, City offices end three-month closure
Under conditions prescribed by State and County public health orders, some of the City of Loveland’s most popular facilities that have been closed to the public since March 18 are set to reopen on Monday and Tuesday, June 15-16.
Openings of parts of the Chilson Recreation Center, Loveland Public Library and the Loveland Museum will take place in stages with measures in place to limit group sizes and ensure social distance requirements.
In addition, offices of City of Loveland departments and divisions at the Municipal Building, Public Works Administration Building and the Water and Power Department will open to the public June 15.

June 5, 2020: City orders additional furloughs for employees - Voluntary separations also part of cost-cutting plan
Mandatory unpaid leave for most City of Loveland employees is the latest measure the City is taking to reduce expenses as the COVID-19 pandemic’s effects continue to cut into City revenue.
Most employees of the City’s General Fund departments will be required to take six furlough days by Dec. 4, 2020. The City is also providing an incentive-based voluntary separation option to eligible employees, to create an overall cost savings.

June 5, 2020: Park playgrounds, splash parks open June 6 - Closures extended for some other popular facilities
In time for a warm-weather weekend, Loveland Parks & Recreation playgrounds and splash parks will open for the summer season on June 6 under revised public health orders.
However, the same orders from the State and County will keep other popular facilities closed, including the Lake Loveland Swim Beach and rentable park shelters and pavilions.

May 29, 2020: FLEX bus route resumes service June 1
FLEX will resume normal service on Monday, June 1, except for the first and last Boulder Express roundtrips.
FLEX is a regional service operated by Transfort that connects Fort Collins and Boulder with additional stops in between those cities.
The Boulder Express trips not resuming are:
- Southbound from the South Transit Center in Fort Collins at 5:14 a.m. and Northbound from 18th & Euclid in Boulder at 7:09 a.m.
- Southbound from the Downtown Transit Center in Fort Collins at 5:20 p.m. and Northbound from 18th & Euclid in Boulder at 7:20 p.m.
The temporary stops in Loveland at Lincoln & 23rd (COLT stops) will not be used. FLEX will stop at its normally scheduled stops during all trips including at the Loveland Food Bank.
COLT will resume service on Route 2 and discontinue the temporary shuttle service used to fill in while the FLEX service was halted.

In light of continuing financial hardships caused by the COVID-19 pandemic, the City will extend its moratorium on utility shut-offs and late fees for one more month, through June 30.

May 28, 2020: Patio program puts restaurants, patrons #inthistogether
A new program that allows restaurants to push their dining space outdoors to safely accommodate more customers will mean owners and patrons must cooperate to make it work.
The Loveland City Clerk is taking applications from restaurant operators for the Loveland Patio Program that could greatly increase their available dining space. And, restaurants are urging patrons to take suggested measures to ensure everyone’s health and safety.
Gov. Jared Polis’ most recent COVID-19 public health order allows restaurants to serve at 50 percent capacity within their establishments, and to augment those seatings with outdoor space on sidewalks, parking lots, or patios. Loveland’s program allows patio operation from 7 a.m. to 10 p.m.
City Manager Steve Adams on May 28 signed an executive order temporarily modifying Loveland Municipal Code provisions regarding public right-of-way and liquor licensing that make the program possible.
The Loveland Patio Program will help to open dining opportunities for the first time since restaurants statewide shut down their main operations in late March, many of them offering take-out service at curbside and using numerous delivery options to serve customers.
Dining out under the program’s provisions will require patrons to plan their outings and observe safety protocols that restaurants must adhere to under State and County health orders.

Here are some of the steps restaurants are asking their customers to take:
- Call ahead for reservations, with walk-in traffic discouraged by owners.
- Patrons should not enter a restaurant if they have any of the COVID-19 symptoms.
- Customers must wear face coverings when safe physical distancing cannot be maintained, when entering the establishment until seated, and if moving from their tables to other areas of the establishment.
- Parties must be limited to eight or fewer people.
- Wait in a car or outside the restaurant until a table is available.
- Use touchless payment options and avoid cash if possible.

May 20, 2020: City of Loveland Transit (COLT) resumes fare collection
Beginning Monday, June 1, 2020 COLT will resume fare collection. For a list of bus passes available and pricing, please visit www.cityofloveland.org/COLT. COLT offices will be open 8 a.m. to 5 p.m., Monday through Friday, 105 W. Fifth St.
COLT will continue to take additional steps to help protect drivers and riders with the following procedures:
- Seating immediately behind the operator is closed to passengers, (taped off with caution tape).
- Plexiglas barriers have been installed between the driver and farebox.
- Operators are cleaning frequent touch surfaces throughout their shift.
- Operators are cleaning areas where passengers were seated between trips.
- Windows are opened, weather permitting.
Buses are a deep cleaned when service ends for the day.

May 15, 2020: Further cuts in store as City’s COVID-19 response continues
Mounting revenue losses and extended facility closures since the advent of the COVID-19 pandemic have led the City of Loveland to impose more furloughs and reduced work hours for City employees.
In addition, City Manager Steve Adams has asked directors of all General Fund departments to submit proposals for 10 percent cuts in their remaining 2020 budgets.
More than 40 benefitted employees in the City’s Recreation, Cultural Services and Library operations are affected, with furloughs and reduced hours for some employees extending through planned facility closures. Furloughs announced this week are in addition to the 280 employees who were furloughed or laid off on April 17.

May 11, 2020: City spells out policies for video building inspections
Updated policies regarding City of Loveland residential building inspections will allow homeowners and contractors to conduct inspections via video beginning Monday, May 18.
The “virtual” inspections are part of the City’s continuing effort to provide services while protecting the community and employees from the threat posed by COVID-19.
Those requesting video inspections must be willing to read and comply with specific instructions to properly perform the inspections, available at www.cityofloveland.org/videoinspections.

May 8, 2020: City offices remain closed to the public through May 25
In line with provisions of the Governor’s “Safer at Home” order issued in late April, the Municipal Building and other City of Loveland office facilities will remain closed to the public through May 25, 2020.
The Chilson Recreation Center and Senior Center, the Loveland Museum, the Rialto Theater and the Loveland Public Library are regulated by stringent requirements set forth in State and County orders. Those facilities will reopen as public health orders allow, and could extend beyond the May 25 date.

On May 3, 2020, Larimer County Department of Health and Environment issued an order that applies to all retail businesses and office employers, as well as their customers and visitors, until May 30. Face coverings in the County’s order are intended to slow the spread of COVID-19 in Loveland and are required of all employees and visitors in businesses and most other establishments within the city.

In recognition of the financial hardship faced by many Loveland utility customers, the City has extended its stay on water and electric utility shut-offs through June 1. Late fees on past-due utility accounts also will be waived during the next month.

The Recycling Center will reopen at 7:30 a.m. on Tuesday, April 28 with the following restrictions:
- Traffic cones will be used to maintain social distancing between customers’ vehicles and the gatehouse attendant.
- Credit card transactions only, cash and checks will not be accepted.
- Staff will periodically sanitize high-touch surfaces as time permits.
- Social distancing of at least six feet will be required.
- Cloth masks are advised for customers.

April 23, 2020: ‘Safer At Home’ orders guide City’s first steps toward reopening - Golf courses, recycling center returning April 27-28
A few City of Loveland facility openings and service resumptions will begin Monday and Tuesday, April 27-28, under conditions that align with new State and County orders governing response to the COVID-19 pandemic.
Gov. Jared Polis’ “Safer At Home” plan announced on Monday revised a previous and stricter stay-at-home order that prescribed closures of many businesses, suspension of services and other measures designed to slow the COVID-19 spread.
While new guidelines offer opportunities to relax some of those restrictions, the City of Loveland will take small steps toward resumption of services.
Golf courses are scheduled to reopen Monday, April 27. Visit www.golfloveland.com to view regulations in place at the three Loveland golf courses. The Recycling Center will resume its Tuesday-Saturday operating hours on Tuesday, April 28.
While the public will not have full access to the Loveland Public Library until at least May 11, patrons can access curbside delivery of library materials beginning May 1. Visit www.lovelandpubliclibrary.org to learn how the curbside system works.
Closures of popular City facilities, including the Chilson Recreation and Senior Center, the Loveland Museum and Rialto Theater will extend through May 10 at the earliest.
Closures of playgrounds, sports courts, skate parks and other Parks and Recreation outdoor facilities that often attract gatherings larger than 10 people will extend through May 10. Parks, trails, natural areas and open spaces remain open to the public.

April 17, 2020: City will trim workforce with 280 furloughs, layoffs
In response to budgetary challenges brought on by the COVID-19 pandemic, the City of Loveland will cut its workforce with furloughs or layoffs for 280 employees, all of them in temporary, seasonal and non-benefitted positions.
City Manager Steve Adams announced the cutbacks in a message to the City organization on Friday, saying that the affected employees had not been working because of facility closures and the inability to deploy them in other operations. Most positions are in Recreation, Golf, Cultural Services, the Loveland Public Library and the Visitors Center. The reductions are effective Monday, April 20.

April 17, 2020: City opens drop-off site for tree debris left by April 15-16 storm
The Loveland Public Works Department will open a temporary drop-off location at Centennial Park for tree limbs downed during the snowstorm that damaged trees on April 15-16.
Closure of the Recycling Center on March 26, in compliance with the Governor’s COVID-19 stay-at-home order, had left residents without a location to dispose of tree branches and limbs. The temporary drop-off site, in the parking lot of Centennial Park on First Street just east of Taft Avenue, will be open until 6 p.m. today, then daily from 7 a.m. to 6 p.m. April 18-26.

April 15, 2020: COLT to provide temporary shuttle route service in response to suspension of FLEX Bus service
FLEX partners will suspend service on the route effective, April 18, in response to the COVID-19 pandemic. This will reduce the travel between many communities along the Front Range and help slow the spread of the virus.
To assist with this transition, on April 18, COLT will temporarily provide service to riders effected by the FLEX service suspension by implementing a North Shuttle with connections to the routes 1, 2 and 3.

Closures and stay-home orders will not block access to the broad range of services offered to Loveland residents by the Loveland Public Library during the season of COVID-19.
Zoom-facilitated book clubs, online library cards, social media connections and virtual story times for children are examples of ways customers can plug into library services, staying safe and healthy at home while the building is closed at least through April 20.

March 31, 2020: City of Loveland Transit (COLT) response to COVID-19
The City of Loveland’s continuing response to COVID-19’s threat to public health and safety now includes additional measures affecting transit operations.
Beginning Wednesday, April 1, 2020 to April 30, 2020, all buses will be running fare-free. This will help reduce exposure to drivers and ensure ongoing transit services remain in place.
COLT will continue to provide service for those who rely on city transportation to get to essential services such as grocery stores and medical appointments; drivers are taking additional steps to protect themselves and riders.
- Operators are boarding passengers through the rear doors only to limit interaction and keep appropriate distancing, ADA passengers still require use of the front door (ramps).
- Seating immediately behind the operator is closed to passengers, (taped off with caution tape).
- Operators are cleaning frequent touch surfaces throughout their shift.
- Operators are cleaning areas where passengers were seated between trips.
- Windows are opened, weather permitting.
- Buses are a deep cleaned when service ends for the day.

While the doors of the Loveland Museum are closed at least through April 21, opportunities to connect with the Museum in a virtual way are wide open.

The City of Loveland Recycling Center was closed at 4:30 p.m., Thursday, March 26, in order to comply with the stay-at-home order issued by the State of Colorado.
Curb-side collection of trash and recycling carts will continue, however, any additional bags or special pick-up items will not be serviced during this time. Yard waste cart service begins on Monday, March 30.
Residents who would like a larger trash cart, additional trash cart, or would like to order a yard waste cart should call (970) 962-2524.

The stay-at-home orders issued by the State and County on Wednesday, March 25, and previous State orders will require the following changes:

March 24, 2020: Changes to trash collection in response to COVID-19
The City of Loveland’s continuing response to COVID-19’s threat to public health and safety now includes additional measures to trash, recycling and yard waste collections.
Starting Wednesday, March 25, 2020 to April 10, 2020, all trash and recycling will be limited to the disposal of the contents of the trash and recycling carts only. Yard cart service will begin on Monday, March 30. Your weekly service will stay on the same day, but any additional bags or special pick-up items will not be serviced during this time.
We apologize for any inconvenience, but this will protect the drivers so we can ensure ongoing waste collection services.
• If possible, bag all trash contents and tie securely.
• Items in the recycle bin should still be loose in the cart.
• Residents who would like a larger trash cart or an additional trash cart, should contact (970) 962-2524.

The City of Loveland’s moratorium on utility service shut-offs has been extended through April 30. Likewise, late fees will not be assessed during that period.
Prior to April 30, the policy will be reevaluated as the City’s response to the COVID-19 pandemic continues to evolve.

March 18, 2020: City Manager, City Council members, observe self-quarantine
Loveland City Manager Steve Adams and most members of the Loveland City Council who attended a large national conference last week in Washington, D.C. have since learned that two other Colorado attendees have tested positive for COVID-19, the disease caused by a coronavirus strain.
As a result, Adams and Council members have voluntarily observed self-quarantine status at their homes through Tuesday, March 24, the two-week period recommended by public health authorities for those who are believed to have been exposed to the virus.

March 17, 2020: City of Loveland closes facilities, offices
The City of Loveland will close its offices and other facilities to the public beginning March 18 as part of its continuing effort to protect the community from the threat posed by COVID-19.
City staff has spent the past several days refining ways to offer most of its services to the public via phone, email and online connections. Services offered through the Development Center, Utility Billing, the City Clerk, Human Resources, Purchasing and Economic Development are examples of those that citizens can access remotely.
Normal operation will continue for basic City services including public safety, water and electric utilities, trash collection, snow removal, transit and other essential services.

March 17, 2020: Development Center closes, services continue
In accordance with public health measures to control the spread of COVID-19/coronavirus, the City of Loveland Development Center, at 410 E. Fifth St. will close its doors to the public effective March 18.
The center’s full scope of operations will continue, with a shift to provide customer services through phone, email, mail and online communications. Direct contact with customers will be limited to on-site inspection services. The adjustments to the operations of the Current Planning, Building and Code Enforcement divisions, described below, will continue until further notice.

March 16, 2020: City Council invites email, phone comments
In the interest of public health and safety, the Loveland City Council is encouraging citizens to participate via phone or email should they wish to direct comments to councilmembers during their Tuesday, March 17, meeting.
To observe guidelines recommended by public health officials to contain the COVID-19/coronavirus spread, in-person comments at the March 17 meeting are discouraged. Interested citizens may view the meeting remotely on Comcast Channel 16, or via live stream on a computer by logging on at www.cityofloveland.org/government/city-council, then clicking on Live Video Feed on the left-hand menu.

March 13, 2020: City orders additional closures, cancellations
The City of Loveland’s continuing response to COVID-19’s threat to public health and safety now includes additional measures, including:
- Closure of the Municipal Court and postponement of Court proceedings beginning Tuesday, March 17, and continuing through March 27, unless conditions necessitate an extension.
- A moratorium on City facility and room rentals, with cancellations underway.
- Suspension of City board and commission meetings through the remainder of March, with the exception of the Loveland Utilities Commission and Planning Commission.

In the interest of public health and safety, The Loveland Chilson Recreation and Senior Center, the Loveland Public Library, the Loveland Museum and the Rialto Theater will close beginning at 5 p.m. Friday, March 13, 2020, through March 27, 2020, subject to changes.All events, classes, and programming provided through these facilities will follow the same cancellation schedule as the City addresses the Coronavirus. Refunds for tickets and registrations will be processed during the scheduled closure and all memberships will be placed on hold or refunded, through March 27, 2020.

March 13, 2020: City Manager issues local disaster declaration
As part of the City of Loveland’s response to the COVID-19 emergency, City Manager Steve Adams today signed a declaration of local disaster.
The declaration “activates local and inter-jurisdictional disaster emergency plans and authorizes aid and assistance under the plans.”
