Loveland Parks & Recreation Low Income Fee Policy

Individuals or families wishing to apply for the low income rate for specific facilities and programs should complete an application as a client of one of the following agencies:

To qualify, applicants must:
- Reside within Loveland City Limits (all participants, no exceptions) - Applicants and family members must have resided with the City Limits for at least 30 continuous days from the date of application, with the address as their only residence.
- Meet gross income levels, which meet 135% of Federal Poverty Levels. The guidelines are provided to the qualifying agencies listed above, and will be reviewed when an application is received.
Pre-qualification will be the sole responsibility of the above agencies with the final approval tendered by the Loveland Parks & Recreation Department.
Applicants receiving pre-approval from one of the above agencies will be issued an approval form certifying qualification. The original form should be mailed or faxed to the Chilson Recreation Center directly from the agency. The yellow copy of the form is given to and retained by the applicant. Applications will be approved for reduced rates at the Chilson Center once the original copy has been received directly from the qualifying agency (usually within 2-3 days). Parks & Recreation staff will also verify residency prior to issuing the final determination/award.
Once qualified, applicants must re-qualify on a 6-month basis.
Reduced rates include:
- 50% discount on 3-month or 6-month Chilson pass
- Discounted daily fee at Chilson Recreation Center & Winona Outdoor Pool (with current Chilson ID card)
- 50% discount for most (but not all) recreation classes are also available.

The City of Loveland and the Loveland Parks & Recreation Department reserves the right to cancel or limit any Reduced Fee qualification for non-compliance with established City and Departmental policies, regulations, and rules. Any individual or family member that is suspended from use of City facilities for any reason, can jeopardize the low income fee qualification for the entire family.
Youth Scholarship Program
The Loveland Parks and Recreation Foundation is a non-profit corporation formed in 1983 to foster and encourage the advancement of parks and recreation opportunities in Loveland. The program requires that a child (family) be referred to the Foundation by a school representative, social service agency, church or some other community organization which has a working knowledge of the child (family). This program does not operate on strict income requirements; the referrals are the means of identifying family need. It is recommended that individuals being referred to the Foundation also complete the Low Income status application form to stretch available dollars to more families.
Scholarship Criteria & Processes
- Youth Recreation Scholarship Forms are only available at the local schools and social service agencies. The scholarship program runs on a rolling calendar year. Applicants need to file only one scholarship application each year.
- The program is designed to assist youth ages 0 to 18 years old (must live in R2J School District boundaries).
- Most classes or recreation activities listed in the Loveland Parks & Recreation Activity Guide are eligible for scholarship funding.
- Chilson Recreation Center passes (3 mo or 6 mo) are included in the scholarship program only by special consideration of the Foundation Board. Individuals requesting use of the Chilson Center must attach a letter to their application indicating why they have a special circumstance and how often they would utilize the facility. Chilson passes will only be awarded to families who qualify for Reduced Fee/Low Income status to maximize Foundation resources.
- There is a maximum scholarship award of $200 per individual ($600 per family) per rolling calendar year. Scholarship recipients are encouraged to spread their allocation throughout the year.
How to Apply for Scholarships
Scholarships are granted on a funds available basis.
All scholarship requests must be on the official Foundation Scholarship form. Once the application is received and approved, funds will be allocated within five business days and recipients notified by email. Applications are processed on a first come basis, based on available funds.
Class registrations my be done online at lovgov.org/WebTrac or in person at the Chilson Recreation Center, 700 E. Fourth St in Loveland.

Larkin Family Memorial Scholarship
This scholarship fund has been established to honor the memory of Jace Larkin, who lived and loved Loveland Parks & Recreation through youth sports, swimming, Chilson and more. Scholarships are awarded seasonally to youth for the purpose of enrolling in Loveland Parks & Recreation activities and developing the love of recreation the Jace had. Eligible recipients are age 17 & under. Priority is given to first-time applicants.
